Make sure your PC's IPv4 address is in the same subnet as the AP, something like 192.168.0.20.  Try using Chrome to do the configuration, not IE or Firefox.  Turn off the wifi if your PC has it.  Connect your PC directly to the AP with an ethernet cable (you will need a power cable for the AP).

1. get ip (reply) connecticity.
2. try Putty to establish SSH connection to the accespoint. that way you can log in and check status / crendentials.
3. Tip for webbrowsing: by default HTTPS is enabled. so HTTPS://192.168.0.1 (your ip of the accespoint)

Succes

Image result for configure dhcp on local nic

When clicked on properties you can select Static or Dynamic (Dhcp).

Your local NIC (network interface card).

When you don't see the AP power signal go to red after 10 seconds. or letting go after 10 seconds, there is something wrong with the AP i suppose. you have 3 accesspoints, the same result with all of the AP's?

The others T300 and T301s do not have reset they are outdoor they just have a slot for RJ45 POE that is normally must be connected to a SWITCH POE

The T300, T301s have the Hard Reset button inside the case, next to where the Eth cable connects.
My first thought for your issue from above, was to be sure you had factory defaulted the R310 AP too.

See the 104 Solo AP User Guide, image of T300 on page 26: https://support.ruckuswireless.com/documents/1136-zoneflex-outdoor-ap-104-0-user-guide

You may need to unscrew your Ethernet cable connector, to find/press for 8 seconds/release the Hard Reset button.
It is inside the case, next to the Ethernet cable connector.
