Whitelisting "rouge" SSIDs in ZoneDirector 9.8.3?

Is it at all possible? It is supported on our newer controller running 10.2.1, but I cannot find a similar option for our legacy controller. Is there a way to do this? Perhaps via cli?

9.8 is a very old version and has limited option.
