VoIP on Unleashed

I have a small network set up with three R500s Unleashed. I am trying to use a VoIP service as the client has poor cellular coverage. When I try to make a call I am getting an error message that I have a weak signal even though in the dashboard is shows excellent signal and I am not even changing locations to cause roaming to become an issue. Is there something I should look for?
