I would like to use my Ruckus 2211 basically as a range extender for ly 2nd floor. What do I need to do to get ot to connect to my linksys and then connect my laptops to it?

You basically need to select the Linksys SSID from the Last Site Survey list on the 2211. Configure the encryption parameters on the 2211 matching what has been configured on the Linksys. The 2211 will now connect to the Linksys as a client and it will advertise the configured SSID to the wireless clients in range of the 2211.

With the 2211 in Bridge mode, the 2211 will re-advertise the Linksys SSID. All DHCP requests will be passed on to the Linksys.

With the 2211 in Router mode, you can use a different SSID and a different encryption method for the clients connecting to the 2211. The 2211 will assign IP addresses to the clients connecting to the 2211.
